This is a very, very simple app that attempts to convert a Whidbey C# build file to a Visual C# 2003 csproj file.  It contains no error handling and nothing else fancy.  It may not even work.  If it doesn't work for you, feel free to drop me an email and we'll see if we can do something about it.
